This is a mens necktie made by wm chelsea.
Dark blue is accented with purple and white diagonal stripes.
Further accenting this are tiny buildings with the letters nums underneath. I didn't exactally pick the best specimen to enlarge to show detail.
Polyester ? measurements are
3 1/8" across widest point
1 3/4" across smaller point
Noted flaws other than needing a light cleaning are a couple of tiny pricks not readily visible.
